(3)To draw out policies on improving the circulation industry structure and have them implemented in order to optimize the commercial layout and structure.
(4)To draw out the development plans and policies on chain store operation, modern logistics, e-commerce, franchising, agency mechanism in domestic trade and other modern circulation means, and have them implemented. To guide the industrial and trading companies to improve their supply chain management, and to regulate and supervise sales without fixed location. To supervise the popularization of bulk cement. To promote the modernization of circulation modes and organizational means.
(5)To supervise the reform and management of circulation companies. To cultivate big conglomerates and support the development of small and medium enterprises.
(6)To organize market development efforts, formulate policies on market development and consumption structure upgrading, and have them implemented. To supervise the marketing efforts of industrial and commercial companies.
(7)To draw out the relevant policies on the development of circulation facility modernization. To organize the execution of key investment projects under the state budget arrangement in the circulation sector. To popularize the advanced circulation technologies.
(8)To supervise and regulate such industries as wholesale, retail, catering, hotel, domestic exhibition, resource recycling, supplies to foreign ships, duty free shop, and services for local residents.
(9)To draw out the development planning, policies, laws and regulations on Processed Oil circulation, and to regulate the circulation order of such key commodities as product oil.
