Functions

1. To be responsible for the management and promotion of the circulation industry; to formulate and implement relevant provisions; to collect industry statistics.

2. To lead the initiation and formulation of circulation industry standards, and to push forward the standardization and technological development of the circulation industry.

3. To make policy recommendations and proposals regarding the deepening of circulation system reforms, and implement these policies, provide guidance on the reform of circulation enterprises, cultivate large-scale enterprise groups and support and promote the development of small and medium-sized commercial enterprises, and support the protection and promotion of Chinese Traditional Brands; to formulate and promote policy measures on joint development of industry and trade, agriculture and trade, and domestic and foreign trade.

4. To promote and develop logistics centers and systems, and to forcefully cultivate professional third-party logistics enterprises.

5. To formulate and implement policies aiming at adjusting and optimizing the circulation industry structure, to optimize commercial layout and structure.

6. To lead the formulation and implementation of guidelines and policies on the development of modern circulation forms such as chained operation and commercial franchising, to promote the modernization of circulation business types and organization forms; to provide guidance on the marketing of industrial and commercial enterprises.

7. To supervise and manage special circulation industries including the auctioning, pawn-broking, leasing, the used goods circulation industry, ocean shipping supply and duty free shops in accordance with related regulations.

8. To promote energy conservation and emission reduction in the channels of commerce; to provide guidance on the promotion of bulk cement and the recycling of renewable resources.

9. To guide the development of the circulation industry for means of production, and formulate related plans and policies.

10. To be responsible for the overall work relative to domestic trade.

11. To undertake other tasks assigned by the leaders of the Ministry.
